Advertising under the 2026 regulation
REGA's Governance Regulation for Real Estate Marketing and Advertisements took effect on 1 May 2026. It covers every channel — social media, traditional media, billboards, exhibitions and online platforms.[4, 8]
- Each advertisement needs its own REGA advertising licence, supported by the property's title deed number and contact details matching the application.[2, 8]
- Ads must state the property type, location, area, description, price or rent, any rights or obligations on the property, the brokerage fee and a valid contact method. Key details may be provided through a QR code.[8]
- Misleading or false ads, and misuse of government identities, are prohibited. Ads must come down when their purpose ends or the licence expires.[8]
- Property platforms must integrate with REGA systems, host servers in the Kingdom, verify users by national digital ID and block unlicensed listings.[8]
Brokerage contracts and commission
- The brokerage agreement must be documented and registered on REGA's electronic portal.[6, 9]
- Commission defaults to 2.5% of the price in a sale and 2.5% of the first year's rent in a lease, unless agreed otherwise in writing. It is paid by the party that contracted the broker.[6, 10]
- If the seller or lessor becomes entitled to a down payment but the deal does not complete, the broker is entitled to 25% of that down payment unless the contract says otherwise.[6]
- Only licensed brokers may register leases on Ejar on behalf of the contracting parties.[6]
