What changed
The Law of Real Estate Ownership by Non-Saudis (Royal Decree M/14) replaced the old case-by-case approval regime from 2000. Ownership now follows published geographic zones and a single electronic platform run by the Real Estate General Authority (REGA), through which applications, payments and title issuance are completed.[3, 8]
REGA announced the law's entry into force on 22 January 2026. On 23 June 2026 the Council of Ministers approved the Implementing Regulations and the Geographic Zones Document that defines where non-Saudis may own.[1, 2, 3, 4]

Where you can buy
Ownership is tied to about 170 designated zones across Riyadh, Jeddah, Makkah, Madinah and other cities. For each zone the Geographic Zones Document sets the permitted ownership percentage, the type of right that can be acquired (freehold or usufruct), the maximum usufruct term and other controls. Open, city-wide ownership is not allowed in Riyadh or Jeddah.[3, 4]
- Riyadh zones include Qiddiya, New Murabba, Sports Boulevard and the Arts District, Diriyah Gate, King Salman Park, Sedra, KAFD, King Salman International Airport and transit-oriented development areas.[4]
- Jeddah has the most zones of any city: 55 numbered development zones across the governorate.[3]
- Makkah and Madinah zones lie in approved areas; individual ownership there is for Muslims only.[9, 10]

Get your identity and banking ready
Residents use their residency ID. Non-residents first obtain a Saudi digital identity through a Saudi mission abroad, then open a Saudi bank account and get a Saudi mobile number. Foreign companies obtain a Unified Number (700) from the Ministry of Investment.[3, 5]

Receive the title deed

Mortgages and residency
The law does not address mortgages. In practice, resident expats with a salary transfer can obtain home finance from several Saudi banks, usually with a larger down payment than Saudis; lending to non-residents is untested and they should plan to buy with cash.[16]
Owning property does not by itself grant residency. The separate Premium Residency route for property owners requires completed residential property worth at least SAR 4 million, free of any mortgage and valued by a Taqeem-accredited valuer; the residency lapses if the property is sold without replacement.[17]
Compliance and penalties
- General violations: from a warning up to a fine of 5% of the value of the right involved, capped at SAR 10 million.[18]
- Deliberately false or misleading information to obtain ownership: the same fine plus sale of the right by public auction.[18]
- Companies must disclose direct and indirect owners and report specified changes in ownership or control within the prescribed deadlines.[3]
- Penalty decisions are issued by REGA committees and can be appealed to the Administrative Court within 60 days.[18]

Can an expat living in Riyadh buy anywhere in the city?
Inside the designated zones, yes. Outside them, a resident may own one residential property for personal use.[9]
Can someone living abroad buy without moving to Saudi Arabia?
Yes, inside designated zones, after obtaining a Saudi digital identity from a Saudi mission abroad, a Saudi bank account and a Saudi mobile number.[3, 5]
Can non-Muslims buy in Makkah or Madinah?
No. Individual ownership in the two holy cities is limited to Muslims; Saudi companies may also own there.[5, 9]
Does buying property give me residency?
Not automatically. Residency through property is a separate Premium Residency route with a SAR 4 million threshold.[17]
